Supes hear infrastructure funding discussions
In a regular meeting, held on Monday, March 7, the Kemper County Board of Supervisors heard discussions concerning infrastructure funding. Central District Transportation Commissioner, Willie Simmons, stated that he was very excited about funds that would be coming from the federal government. He reported that through the American Rescue Plan, Kemper County has received $1.8M. And in 2018 the Mississippi legislature passed the Mississippi Use Tax Diversion Fund, and from that the County should receive $1.2M which will be ongoing.
Tray Hariston, Bond Attorney for Butler Snow, spoke about internet sales tax funds pointing out that those funds can only be used by counties for roads and bridges, whereas municipalities may use them for water and sewage projects, as well.
A moment of silence was held for former District 3 Supervisor John Paul Darnell, who passed away earlier this week.
In other action, the Board voted 4-0 to approve the following measures; District 3 Supervisor Scott Johnson was not present:
— An order approving payment to Waggoner Engineering, Ind. for Kemper Crossing Infrastructure in the amount of $5.8K.
— An order approving payment to Engineering Plus for Project No. ERBR-35(01)
Sunflower Road for final payment #4 in the amount of $1.9K.
— An order approving payment to Joe MaGee Construction Co. for Project No ERBR-35(01) for precast concrete beam spans with pave approaches on Sunflower Road in the amount of $9.1K, final payment #4.
For the Sheriff's Department, the Board voted 4-0 to approve the following measures:
— An order approving the meal log for Kemper-Neshoba Regional Correctional Facility for the month of February 2022.

— An order approving all expenses incurred for the Sheriff's Department for the month of February 2022.
— And order approving a tag for 2016 Chevrolet Express G2.
— An order approving Warden Jeff Joyner to do purchase order requisitions.
— An order approving Deputy Warden Marquice Collins to do purchase order requisitions.
For the County Administrator, the Board voted 4-0 to approve the following measures:
— An order approving payment to Air management for Emilia for repairs to Trane 40-ton, troubleshooting gas valve, for PO# 220833, in the amount of $4.6K.
— An order approving payment to Air Management for Emilia for repairs to AC unit #6 for PO# 221073 in the amount of $537.
— An order to sign up for East Mississippi Connect Fiber Service for Kemper County Courthouse, administrative building and Barney Brown building.
— An order approving an erroneous tax sale for Wolfe Plantation because of mapping error by Tristate, for tax years 2016, '17, '18, '19 and '20, for a total of $36.90.
— Under Travel Authorization, the Board voted 4-0 to approve an order for the MAS 2022 Annual Convention, in Biloxi, MS on June 13-16, to include mileage, lodging and meals for board members, board clerk/county administrator and comptroller.
— The Board then voted 4-0 to enter into executive session to discuss personnel, potential litigation and economic development matters.
